About this job
We are currently looking for a (freelance) Project Manager to join the team in Delft.
As a Project Manager, you will be working on implementing a new software solution designed to streamline the registration process for research proposals and contracts within a higher education organization. This tool will enable users to collaboratively build complete research proposal dossiers by uploading documents (such as contracts), registering data (such as project budgets), and integrating relevant information from other internal systems (e.g., HR, Finance). The process will be supported through workflow automation, allowing research administrators to track proposals as they move through various stages.
As the Project Manager, you will be responsible for the entire implementation journey—from preparing end users for the introduction of the tool and coordinating the setup of workflows, to overseeing the software implementation and adoption. You will work closely with a wide range of stakeholders, including contract managers, administrative staff, researchers, IT specialists, management, and the software vendor. The project runs from June 1, 2025, to September 30, 2026, with an option for extension. It begins with drafting a project plan based on existing documentation. Throughout the project, you will document decisions and lessons learned, evaluate user and stakeholder satisfaction, and ensure any improvement points are addressed before the project ends. The system and associated processes will be handed over to the operational organization with the help of a comprehensive transfer file.
Please note that this project will run from June 2025 to September 2026, with a possibility of extension afterwards.

Main responsibilities
- Project Management: Coordinate the project team and ensure efficient and effective execution of the project in line with goals, budget, and timeline. You will report regularly to the steering committee and work closely with the technical project lead.
- Stakeholder Management: Actively engage with a broad range of stakeholders, gathering and integrating their requirements and expectations into the project.
- Change Management: Guide the organization through the changes introduced by the project. This includes preparing staff, supporting them through the transition, and ensuring acceptance of the new system and ways of working.
- Implementation Oversight: Lead the implementation of the selected software solution, including drafting implementation plans, coordinating training sessions, and ensuring a smooth roll-out in collaboration with the vendor, internal project team, and technical project lead.
- Communication: Serve as the central point of contact for both internal and external stakeholders, ensuring clear and consistent communication throughout the project lifecycle.
- Risk Management: Identify and mitigate project risks to ensure a successful delivery.
Requirements
- A completed bachelor’s degree (HBO or equivalent) in a relevant field such as Computer Science, Business Administration, or Project Management.
- At least 5 years of project management experience, particularly in IT projects and system implementations.
- Proven track record of successfully implementing software solutions in complex, multi-stakeholder environments; experience within universities or public sector institutions is a plus.
- Excellent communication skills with the ability to gain buy-in across different levels of the organization.
- Strong leadership skills with a collaborative and organizationally aware approach.
- Results-driven, decisive, proactive, and able to perform well under pressure.
- Familiarity with relevant laws and regulations concerning IT systems.
- Proficiency in both Dutch and English, spoken and written.
