About this job
We are currently looking for a Project Manager / Business Analist to join the team in Delft.
A collaborative project has been initiated by several departments to replace the outdated Open CourseWare platform and create a new platform for storing and sharing open educational materials and courses. A project board has been established, and the project team reports to both the project manager and the project board. We are looking for a Project Manager/Business Analyst to oversee the discovery and design phase of the project. During this phase, requirements will be gathered, possible solution architectures will be explored, and recommendations will be made for the solution architecture, vendor selection, and implementation strategy. This role requires coordination with a user feedback group and other stakeholders to ensure alignment with project goals.

Main responsibilities
- Collect, document, and facilitate the prioritization of requirements (functional, IT non-functional, and vendor-related) based on existing documents and platform features, in collaboration with relevant stakeholders, and have these requirements approved by the project board.
- Coordinate and draft RFIs and RFPs to gather detailed information about components and vendors.
- Explore the functional capabilities of components and perform fit-gap analyses comparing desired functionalities with component features, working closely with vendors.
- Investigate and evaluate various possible scenarios/solution architectures of component configurations and associated vendors, in collaboration with the team (solution architect, IT advisor, and metadata/content management administrators).
- Develop and deliver recommendations for a solution architecture based on feasibility, pros/cons, risks, and a suggested implementation approach.
- Plan and coordinate a project team consisting of experts in architecture, metadata, content management/workflow management, repositories, and publication platforms, ensuring timely and correct execution of activities needed for the above deliverables and recommendations.
Requirements
- Academic-level thinking and working capability with at least 5 years of experience in business analysis or project management (in this role, you will support a project leader).
- Experience in requirement elicitation (gathering and clearly documenting requirements) and facilitating prioritization (based on epics & user stories).
- Adequate IT insight, especially in content management/repositories, learning management systems, and websites.
- Experience working with IT professionals and vendors in conducting fit-gap analyses (requirements vs. offered component features) and advising on the impact.
- Strong communication skills, with an eye for stakeholder interests, and proactive in identifying, establishing, and maintaining contacts with relevant stakeholders to gather and verify information.
- Ability to organize and facilitate sessions and workshops.
- Proven track record in planning and coordinating tasks in a project team.
- Effective collaboration with a project manager/product owner and project board.
- Experience working with architects and architectural principles.
- Preferred: BCS, CBAP, IIBA, or IREB certification.
- Fluency in both Dutch and English, both written and spoken.
